Assistant Civil Defence Officer
Civil Defence
is a statutory volunteer-based organisation that supports front line emergency
services in dealing with severe weather, flooding, major accidents, emergency
evacuation and searching for missing people, with approximately 2,000 volunteer
members throughout Ireland. The service also supports hundreds of community
events throughout the year. There is a Civil Defence Unit in each local
authority area.
The
Department of Defence, through its Civil Defence Branch, is responsible for the
overall policy direction of Civil Defence. Civil Defence services are delivered
through the Civil Defence Officer (CDO) of Mayo County Council who is a
full-time employee of the local authority and is responsible for the day-to-day
management of Civil Defence matters under the overall direction of the Chief
Executive.
The Assistant
Civil Defence Officer will report to the Civil Defence Officer, or such other
person as may be assigned from time to time by the Chief Executive.
Each
candidate must have, on the latest date for receipt of completed application
forms for the office:
a) administrative experience including the
use of modern IT systems
b) experience in record keeping and the
management of budgets
c) experience in the supervision,
leadership and management of staff/volunteers
d) experience in adult training and the
delivery of training courses
e) experience in the management of safety
and safety management systems
f) a good general standard of education
g) possess a full current category B
Driving Licence, without any endorsements
In the event
that an offer of employment is made, the candidate will be required to submit
original copies of all relevant Education Qualifications to meet the
requirements.
It is
desirable that the successful candidate demonstrates the following through the
completion of their application form and at interview,
a) Experience in Civil Defence or in other
volunteer-based emergency organisations
b) Experience in Event Management
c) Previous experience in a position of
responsibility
d) Be able to work on his/her own
initiative as required
e) Have the ability to integrate well with
existing Civil Defence Volunteers
f) Be willing to work flexible hours as
required
g) Have the ability and understanding to
follow policy and procedures
h) Have a good working knowledge or
demonstrate an ability to acquire a good working knowledge, of the legal,
regulatory and governance framework within Mayo County Council operates and
adheres to corporate policies, protocols and procedures.
i) Possess a full current category C
Driving Licence without any endorsements.
j) Strong organisational and leadership
skills.
k) Good interpersonal and communication
skills.
The following
are among the principal duties envisaged:
a) To assist the Civil Defence Officer in
the preparation and submission in a timely manner and in consultation with
local authority management, of the multi-annual Business Plan for the unit, as
required under Section 8 of the Civil Defence Act, 2023.
b) To assist the Civil Defence Officer in
co-ordinating the arrangements necessary for the implementation of the Business
Plan.
c) To represent Civil Defence on local
emergency planning structures and to promote good relations with key personnel
in the Principal Response Agencies where directed to do so by the Civil Defence
Officer.
d) To assist the Civil Defence Officer in
providing support to the Principal Response Agencies in emergency and
non-emergency situations in accordance with both the 2015 White Paper on
Defence and the Framework for Emergency Management.
e) Where resources permit, to provide
support for community, charitable and local authority events.
f) To implement/comply with policies,
circulars and guidelines as set out by the Civil Defence Branch of the
Department of Defence in consultation with their Civil Defence Officer,
g) To liaise with the Civil Defence Branch
of the Department of Defence on behalf of the local authority and to attend
meetings for that purpose.
h) To attend training provided by the
Department of Defence and the local authority, in particular the CDO/ACDO CPC
Days, which should be considered to be mandatory.
i) To assist the Civil Defence Officer in
arranging for the recruitment, organisation and management of Civil Defence
volunteers, and to ensure the Civil Defence Act 2023 (Code of Practice)
Regulations 2023 is followed in all dealings with volunteers.
j) To assist and support both the Civil
Defence Officer and Local Instructors in organising and ensuring Civil Defence
volunteers are appropriately trained (including monitoring minimum training
standards and re-certifications), facilitate progression of training for
volunteers, including completing an annual training needs analysis and a
planned weekly training programme.
k) To assist and support both the Civil
Defence Officer and the Team Leaders in the management and organisation of
duties, and associated safety/risk assessments, ensuring that all services
remain within the Standard Operating Guidelines.
l) To support the Civil Defence Officer
in the day to day financial management of the unit in compliance with Local
Authority financial procedures.
m) To follow instructions issued by the
Department of Defence in relation to the processing of the annual operational
grant and any other grants that are provided.
n) To follow instructions issued by the
local authority/Department of Defence for the purchase, care, maintenance,
issue and control of Civil Defence uniforms, vehicles and equipment.
o) To assist the Civil Defence Officer in
maintaining adequate records, including ongoing and prompt updating of the
Volunteer and Equipment Management System (VEMS) in the manner required and any
other reporting requirements as may arise.
p) To deputise for the Civil Defence
Officer in his/her absence.
q) To assist the Civil Defence Officer in
promoting Civil Defence in the local authority area,
r) Such other Civil Defence duties
appropriate to the office as the Chief Executive of the local authority and/or
Department of Defence may assign, including emergency duties and duties in
relation to the area of any other local authority.
