Cloud (Azure) and Digital Applications Specialist
The Sea-Fisheries Protection Authority (SFPA) is entering an
exciting phase of digital transformation. As a Higher Executive Officer (HEO)
ICT, you will play a key role in ensuring alignment between technology,
organisational strategy and operational requirements.
This is a dynamic, hybrid role, it combines vendor
oversight, cloud platform governance, and project delivery. Working directly
with the Executive Manager of ICT, you will act as the key technical bridge
between operational teams and external technology partners. You will play a
hands-on role in modernising our digital capability, ensuring our Microsoft
Azure and Power Platform environments are secure, efficient, and aligned with
our operational requirements.

Key Areas of Responsibility
1.
Cloud Platforms and Digital Solutions
· Microsoft EcoSystem Growth: Support
the ongoing administration, governance, and expansion of our cloud
architecture, focusing on Microsoft Azure, Power Platform (Power Apps,
Dataverse, Power Automate), and other SaaS solutions.
· System Upgrades & Testing: Coordinate
User Acceptance Testing (UAT), release management, and change implementations
to minimise disruption to our operational teams.
· Application Lifecycle: Support
the enhancement and continuous improvement of existing digital applications,
developing a deep understanding of their architecture and operational usage
2. Vendor and Service Management
Vendor Management: Act as
a primary technical liaison for external ICT vendors delivering
business-critical applications and digital services.
Service Level & Contract Oversight:
Monitor vendor performance, contractual obligations, SLAs,
development roadmaps, and issue escalation to ensure value and accountability
of SFPA vendors.
Integrations & Data Flow: Develop
an understanding and maintain oversight of system interdependencies,
APIs, and data exchanges between internal systems and third-party platforms.
3. Cyber Security, Risk and Governance
Secure Operations:
Ensure the SFPA’s Azure tenant, other cloud environments and digital services
all implement, enforce and maintain the latest cloud cyber security best
practices and regulatory requirements.
Risk Management: Identify,
assess, seek mitigations and escalate ICT risks relating to data protection,
resilience, 3rd Party access and system dependencies.
4. Digital Transformation and Business
Engagement
Requirement Gathering: Collaborate
with internal stakeholders across Port offices and Headquarters to gather,
analyse and translate operational requirements into technical specifications.
Project Leadership: Provide
technical guidance on digital projects, contribute to business case
development, and assist in ICT procurement processes by providing technical
specifications for Request for Tender Documentation and assisting with response
evaluations.
Service Improvement:
Identify opportunities to automate manual workflows and optimise digital
processes for SFPA Staff.
Essential Requirements:
Candidates must meet the following essential
requirements prior to the closing date of the competition:

Possess
a qualification (minimum Level 7 NFQ) in a relevant area, with an ICT
component and 3 years directly relevant ICT experience.

managing or overseeing a Microsoft Azure tenant, alongside proven expertise in
administering and expanding Microsoft Power Platform technologies (Power Apps,

system dependencies, and third-party access in cloud and digital application
environments.

Stakeholder Engagement: Experience engaging
with business stakeholders across operational teams to gather, analyse, and

Project Leadership

Experience acting as a Technical Lead on complex digital projects from
initiation through implementation to vendor management, including contributing
to ICT procurement processes (RFT technical specs/evaluations) and SLA

a valid driver’s licence and have access to a private vehicle for occasional
business travel.
