Physical Activity for Health Officer
Mayo County Council invites applications from suitably
qualified candidates for the role of permanent Physical Activity for Health
Officer (Grade 5 Analogous). The initial base for this role will be in
Castlebar, Co. Mayo.
While the initial assignment for this post will be Mayo
Sports Partnership, Mayo County Council reserves the right to redeploy the
successful candidate to any other Grade 5 or analogous post within the Council,
across any service area, department, or location at any point in time.
The successful candidate will initially report to the Sports
Co-Ordinator and work with the Co-Ordinator and staff of Mayo Local Sports
Partnership.
The Physical Activity for Health pilot programme, funded by
Sport Ireland and Sláintecare, aims to address lower participation rates in
physical activity as a risk factor for chronic conditions. These conditions are
broadly defined as conditions that last one year or more and require ongoing
medical attention or limit activities of daily living or both. In Ireland, 49%
of Irish people over 50 years have at least one long-term health condition. 65%
of adults over 65 years have two or more long-term health conditions. A
Physical Activity for Health Officer hosted in the Local Sports Partnership,
will work in collaboration with Sláintecare, the HSE, the local authority and
other key stakeholders to provide opportunities for those with chronic
conditions to get active.
The Physical Activity for Health Officer role will provide a
service to those with a chronic condition who have left the healthcare system
and wish to re-engage in physical activity and may need additional support
before participating in a current Local Sports Partnership (LSP) programme. The
role ensures that those who need more attention and care transferring back to
community physical activity will be facilitated within these physical activity
programmes and provided with support once they are ready for the mainstream LSP
programmes that are on offer locally.
Each Candidate must, on the latest date for receipt of
completed application forms:
a)
Be a serving employee in a Local Authority or
Regional Assembly (if applicable) and have not less than two years’
satisfactory experience in a post of Clerical Officer or analogous post.
Or
b)
Have obtained at least Grade D (or a Pass), in
Higher or Ordinary Level, in five (5) subjects (or four (4) if Irish is
included) from the approved list of subjects in the Department of Education
established Leaving Certificate Examination or Leaving Certificate Vocational
Programme including Irish and/or English and one of the following: Mathematics,
Accounting, Business Organisation or Economics,
And
have obtained at least Grade C
(or Honours) in Higher Level (or Honours) papers in three (3) subjects in that
examination (or two (2) subjects if Irish and/or one of the following is
included: Mathematics, Accounting, Business Organisation or Economics)
Or
c)
Have obtained a comparable standard in an
equivalent examination,
Or
d)
Hold a third level qualification of at least
degree standard,
Desirable:
a)
Hold a degree in Health, Exercise Science,
Physical Activity or related field.
b)
A minimum of 2 years’ experience of working
directly with groups and individuals who have lower participation rates in
physical activity, through the assessment, design and delivery of physical
activity-based interventions.
Duties will include but are not limited to the following:
a)
Engage with health service practitioners to
increase awareness of physical
activity/recreational sport opportunities that individuals can be
signposted to.
b)
Work with health service practitioners on
initiatives, such as Chronic Disease Management Programme and Social
Prescribing services to facilitate enrolment of relevant individuals in LSP
c)
Assess individuals' suitability for physical
activity using the appropriate health screens and to manage risk and ensure a
safe and appropriate environment
d)
Co-ordinating and quality assuring the delivery
of LSPs physical activity programmes, designed in collaboration with health
professionals for people with chronic conditions or long-term health conditions
e)
Collaborate with healthcare professionals on the
delivery and design of programmes appropriate for the individual for the
benefit of their future health.
f)
Provide timely, standardised data and reporting
on activity and outcomes aligned to the National Sports Policy, Local Sports
Plans, LSP Statement of Ambition, and LSP Operational reporting guidelines.
g)
Liaise with relevant outside agencies, both
local and national and advocate on behalf of, and in collaboration with
individuals
h)
Promote and support individual choice and
maximum independence, respecting individuals’ beliefs and providing a safe
environment for the individual, ensuring privacy & dignity.
i)
Advocate for the Physical Activity for Health
programme within the LSP network.
j)
Exercise good personal time management,
punctuality and professionalism.
k)
Participate in regular supervision, appraisal
and education as identified.
l)
Meet training objectives identified with
supervisory persons through the performance management process.
m)
Be expected to keep abreast of developments in
sport promotion and physical activity and advise on best practice.
n)
Undertake other duties as required by the
Committee/Co-Ordinator from time to time.
o)
To support the line manager to ensure section or
department work programmes are implemented to deliver on the Council’s
operational plan, including supervising the work of the team.
p)
To comply with Health and Safety legislative
requirements, policies and procedures and safe systems of work.
q)
To identify opportunities for improvements in
service delivery within their section or team.
r)
To provide information and assistance relating
to their area of work as required.
s)
To compile, prepare and present reports,
presentations and correspondence as necessary.
t)
To represent their section or department on
committees or at meetings and give progress reports as required.
u)
To be involved in the day-to-day management of
resources within their section or team.
v)
To supervise employees in supporting roles,
including assigning tasks and duties scheduling and prioritising work and
monitoring and reporting on progress.
w)
To participate in corporate activities and
responsibilities appropriate to the grade.
x)
To deputise for the line manager or equivalent
as required.
y)
To undertake any other duties of a similar level
and responsibility, as may be required, or assigned, from time to time.
