The Office of Public Works (OPW) is a key
service provider to the Government managing the Government’s estate portfolio,
maintaining and presenting Ireland’s built heritage and managing Ireland’s
flood risk.

 

Property Advisory
Services is the specialist property section within the OPW.  They provide
independent, valuation and professional property advice across the OPW. 
Property Advisory Services are SCSI and RICS Chartered Surveyors delivering a
wide range of professional services to the property, flood relief and heritage
areas.  In certain circumstances, services may be provided to other
governmental departments and state agencies.

We are looking for
people who are enthusiastic, logical and imaginative, who want to begin their
career as part of the Office of Public Works and who are eager to learn and
develop new skills.

 

To give you some
insight into what you might be doing, here is a brief outline of what you can
expect.

As a Graduate working
in Property Advisory Services you can expect to undertake the following;

 

  • The Graduate
    will work on live projects, guided by their mentor and other experienced
    Property Advisory Services team members.
  • OPW Asset Register nationwide valuation programme,
  • Landlord and tenant/ lease advisory,
  • Leasing/ letting of commercial property,
  • Purchase/ sale of commercial property,
  • Statutory
    compensation claims arising from compulsory interference/ acquisition
    under the Arterial Drainage Acts,
  • Monitor
    and record commercial market transactions for various property markets.
  • Engage in
    Continuing Professional Development (CPD) through attendance at in house
    training, RICS/SCSI events, and external workshops and structured learning
    events.

 

 

ENTRY REQUIREMENTS

 

Candidates
shall be of good character. You will be enthusiastic, and have excellent
technical and problem solving capabilities, with good verbal and written
communication skills.

 

Candidates must be eighteen years old, on or before the closing date, Monday 11 May 2026.

 

The appointment is to a
temporary post in the Civil Service and is subject to the Civil Service
Regulations Acts 1956 to 2005, the Public Service Management (Recruitment and
Appointments) Act 2004 and any other Act for the time being in force relating
to the Civil Service.

 

Minimum Educational
Qualifications

The minimum educational
requirements are:

·       
A) Be in the final year or successfully
completed an undergraduate degree in a Bachelor of Science Level 8 (Honours) on
the National Framework of Qualifications (NFQ) or NARIC Ireland Foreign
Qualifications equivalent in one of the following; Surveying, Property,
Property Economics, Property Valuation and Management, Real Estate Development
and Valuation that is accredited by the Society of Chartered Surveyors Ireland
(SCSI); or

 

·       
B) Have successfully completed a postgraduate
Master’s degree in one of the following; Surveying, Property, Property
Economics, Property Valuation and Management, Real Estate Development and
Valuation that is accredited by the Society of Chartered Surveyors Ireland
(SCSI).

 

·       
All Educational Qualifications must be accredited
by SCSI and/or RICS.

 

·       
Please Note; Candidates graduating
in 2026* are eligible to apply, offers will
be subject to successful attainment of your degree.  Recent Property graduates (since 2024) are
also welcome to apply. Candidates who have
been awarded their primary degree prior to 2024 will not be accepted for this
programme.

 

*Candidates who anticipate that they will be entitled to have, by 30th September 2026, at the latest,
the qualification outlined above may apply. Please note: If the required
qualification is not obtained or cannot be produced when requested by OPW Human
Resources, your application for the role will receive no further consideration.

 

 

Minimum Eligibility Requirements

Candidates must at the
Closing date –

  • Possess a current full, clean driving
    licence* (Category B);

*with requirement to display N plates is acceptable.

 

  • Be at least 18 years
    of age.

 

ELIGIBILITY TO COMPETE AND CERTAIN
RESTRICTIONS ON ELIGIBILTY 

Citizenship Requirements

Eligible candidates must be:

(a)  
A citizen of the
European Economic Area (EEA). The EEA consists of the Member States of the
European Union, Iceland, Liechtenstein and Norway; or

(b)  
A citizen of the United
Kingdom (UK); or

(c)  
A citizen of Switzerland
pursuant to the agreement between the EU and Switzerland on the free movement
of persons; or

(d)  
A non-EEA citizen who
has a stamp 41 or a Stamp 5 visa;

Please note that a 50 TEU visa, which is a
replacement for Stamp 4EUFAM after Brexit, is acceptable as a Stamp 4
equivalent.

 

All non-EU/EEA citizens must hold a valid work permit prior to and
for the duration of their contract. The work permit
must allow you to work full time for the Office of Public Works. It is the
responsibility of individual
employees to ensure that you have a valid work permit. If at any stage during
your contract you cease to hold a
valid work permit you must immediately advise the Office of Public Works and
your employment will cease with
immediate effect.
