Temporary Executive Architect
The Temporary Executive Architect will be assigned to the
Architects Department of Mayo County Council. The role and function of the
Architects Department is to assist the Local Authority in their delivery of a
high-quality architectural service to a diverse client base and to work
collectively with various departments within the local authority, other state
agencies and the local community to enhance the attractiveness of the County as
a place to live, work, visit, invest, study and enjoy.
The Architects Department provides architectural,
planning, urban design and conservation services on a cross-departmental basis.
Over the years Mayo County Council has developed a significant in-house
expertise in the areas of house design, sustainable building construction,
urban design, public realm works, and architectural conservation.
Mayo County Council Architects Department is structured
through the following team structures:
Architects Department - Central Capital Works Team:
Based in Castlebar with responsibility for the design,
procurement and delivery of the Local Authority’s new build housing programme
and other capital construction projects through all stages, including conservation
projects, these are delivered by our:

In
house Architectural team, as PSDP and Assigned Certifier.
·
Through
our management of procured External Architect led design teams.
Architects Department – Municipal District Architects
Teams x 4:
Mayo County Council is subdivided into 4 administrative
Municipal Districts (MD) consisting of the Ballina MD, Castlebar MD, Swinford
Claremorris MD and Westport Belmullet MD. Each MD has a team pairing of an
Architect and an Architectural Technologist. These teams deliver Architectural
Services in house and through external consultants on a variety of capital
works including public realm, and Town & Village design statements, locally
within their MD’s.
The Temporary Executive Architect secured through this
competition, may be appointed to any of the above Teams based through the
county, depending on the vacancy location.
Each
Candidate must, on the latest date for receipt of completed application forms:
a) Hold a
professional qualification in Architecture that is prescribed under the
Building Control Act 2007, or a qualification in Architecture, that is
equivalent to a qualification so prescribed in Section 14 of the Building
Control Act 2007.
b) Be eligible
for registration as an Architect under the Building Control Act 2007 without
requiring further assessment. Any appointment by the employing local authority
will be subject to registration under the Act.
c) Have at
least four years' satisfactory experience of architectural work.
d) Have
experience in the design of buildings, the preparation of sketch plans, working
drawings, details and specification.
e) Have a
satisfactory knowledge of public service organisation or the ability to acquire
such knowledge.
In the event
that an offer of employment is made, the candidate will be required to submit
all relevant Educational Qualifications to meet the requirements above.
It is
desirable that the successful candidate demonstrates the following through
the completion of their application
form and at interview,
a) Have a
record of achievement in the design procurement and management of large and
varied construction projects,
undertaken by Local Authorities including, Housing, Urban renewal and public
realm.
b) Are familiar
with the requirements and preparation of Fire and Disability certificates.
c) Possess a
working knowledge of the requirements of the Building Control (Amendment)
Regulations (BC(A)R) including the production of inspection plans.
d) Possess a
high standard of technical training and strong experience of design, tender
preparation including specifications and the procurement of projects.
e) Have a
knowledge of the use of the public works contracts and a knowledge of national
and EU procurement rules in relation to public works and works related
professional services.
f) Have a
working knowledge Microsoft Office. In particular, Excel, Word, Outlook,
Project, Access, Teams, and PowerPoint and GIS Software such as ESRI ArcGIS and
/or MapInfo.
g) Have
familiarity with the use of the public works contracts and associated EU
procurement rules, including the use of E Tenders.
h) Have a
satisfactory knowledge of public administration in Ireland (or demonstrate and
ability to acquire such knowledge) and experience of administration at a high
level.
i)
Have a satisfactory knowledge of BIM the
government-mandated Building Information Modelling process that requires public
projects to adopt ISO 19650 standards for digital collaboration and data
management across the project lifecycle.
The following are among the principal duties
envisaged:
a) The design, procurement and delivery
of capital works projects as Project Architect, including Cultural Facilities,
Public Realm Spaces, Town & Village design statements, Housing and other
Local Authority Urban and Rural Regeneration capital works projects.
b) Project Supervisor for the Design
Process (PSDP) on behalf of Mayo County Council in accordance with the 2013
Safety, Health and Welfare at Work (Construction) Regulations.
c) Design Certifier and Assigned
Certifier as required under the Building Control (amendment) Regulations 2014.
d) Working with Design Teams and external
consultants as Project Architect/Design Team Leader.
e) The management of External Architect
led design teams (inc. Civil & Structural, Mechanical & Electrical,
Quantity Surveyors, Conservation Architect, etc...) for the delivery of Mayo
Co. Co. projects, including projects associated with both conventional build
and methods of modern construction (MMC) when required.
f) The management and supervision of
staff as required.
g) The preparation of grant aid
applications for the Local Authority associated with capital funding projects.
h) Assisting in the preparation of urban
framework plans, Town and Village Design Statements.
i)
Assisting
in identifying and agreeing work projects, targets and deadlines and their
subsequent implementation.
j)
Representing
the Council at meetings.
k) Working effectively with the Elected
Members and Council staff towards the successful and speedy implementation of
designated projects.
l)
Preparing
reports for the Council, committees of the Council, Central Government and
other stakeholders.
m) Actively engaging with Government
Departments as necessary.
n) Assisting in the preparation of
budgets.
o) Ensuring that all work is carried out
in compliance with all relevant professional practice and industry standards
and relevant public and Council policies.
p) Ensuring that all appropriate records
are established and maintained consistent with office procedures.
