Mayo County
Council is inviting applications from suitably qualified persons for the
position of Assistant Engineer. Assistant Engineers are appointed to a wide
variety of roles across the Council. The role can include responsibility for
the management and successful delivery of a range of major and minor capital
projects; responsibility for the management and effective delivery of a range
of services and responsibility for the management and supervision of assigned
staff.

The person
appointed will work under the direction and control of the Senior Engineer or
Senior Executive Engineer, Executive Engineer or other officer designated by
the Director of Services or the Chief Executive. The ideal candidate must
therefore be a highly motivated person, with a strong sense of commitment to
delivering quality public services, willing to take on a challenge and work on
their own initiative.

Each
Candidate must, on the latest date for receipt of completed application forms:

a)                 
(i)
hold at least an ordinary bachelor’s degree (level 7 or higher on the
National   Framework of Qualifications
(NFQ)) in Engineering

OR

(ii)
hold an ordinary bachelor’s degree (level 7 or higher on the National Framework
of Qualifications (NFQ)) and a post graduate master’s degree (level 9 in the
NFQ) in Engineering

OR

(iii)
hold a master’s degree (level 9 on the National Framework of Qualifications) in
Engineering attained after completing an integrated master’s level programme of
at last 4 years duration and which is accredited at CEng level by Engineering
Ireland or an equivalent accreditation body internationally

b)                 
have
at least two years satisfactory relevant engineering experience

c)                 
possess
a high standard of technical training and experience

d)                 
have
a satisfactory knowledge of public service organisation or an ability to
acquire such knowledge

Important
Note Regarding Qualifications

Meeting the
educational qualification requirements for the post of Assistant Engineer does
not automatically mean that your qualifications will meet the requirements for
more senior engineering posts within the local authority (e.g. Senior Executive
Engineer or Senior Engineer). These more senior grades have separate and higher
educational requirements.  Candidates
should therefore be aware that while the Assistant Engineer role provides a
pathway into the engineering profession in local government, progression to
higher grades will depend on meeting the distinct qualification criteria set
for those roles at the time of recruitment.

In the event
that an offer of employment is made, the candidate will be required to submit
all relevant Educational Qualifications to meet the requirements above.

The following
are among the principal duties envisaged: 

a)                 
Preparation
of work programmes.

b)                 
The
implementation of capital projects in areas such as water, wastewater, roads,
traffic, tourism and recreation, economic development, environment, housing,
waste management and other ancillary services etc.

c)                 
Preparation
of tender and contract documentation.

d)                 
Surveying
and setting out for design and construction projects.

e)                 
Assess
planning applications from an engineering perspective.

f)                  
Assess
ongoing and completed works and management of budgets.

g)                 
Manage
teams and individual employees within those teams, when required to do so.

h)                 
Work
within a cross-functional / multidisciplinary team in line with the executive
structures of the Council.

i)                   
Represent
the Council at meetings with staff, elected members, community/general interest
groups, businesses and residents.

j)                   
The
supervision and contract administration of construction / operations /
maintenance works

k)                 
Maintain
and proactively develop a culture of Health and Safety in the workplace.

l)                   
Ensuring
compliance with Health and Safety legislation and regulations, and Mayo County
Council’s Safety Management Systems.

m)              
Be
able to manage, lead and motivate assigned staff.

n)                 
Ensuring
works are implemented in compliance with all relevant legislation and
regulations concerning procurement, planning etc.

o)                 
Prepare
reports for these meetings as required.

p)                 
Reply
in a timely manner to all correspondence and requests for reports.

q)                 
Liaising
with and responding to other local authorities, government departments and
statutory agencies including the Gardai, EPA, HSE, Irish Water and the TII.
