Assistant Resident Engineer – Specific Purpose Contract (estimated duration up to 3 years)
Mayo
County Council invites applications, from suitably qualified persons, who wish
to be considered for inclusion on a panel from which temporary vacancies for
the post of Assistant Resident Engineer may be filled.
The
Assistant Resident Engineer shall be responsible for the on-site supervision of
the construction stage of contracts and shall perform the duties allocated on
site by a Senior Resident Engineer or any person designated by the Council’s
Senior Engineer. The Assistant Resident Engineer's primary role is to ensure
that works are constructed as designed and instructed and that the Contractor
carries out all his obligations under the contract.
Each Candidate must, on the latest
date for receipt of completed application forms:
a) (i) hold at least at least an ordinary bachelor’s
degree (level 7* or higher on the National
Framework of Qualifications (NFQ)) in Engineering
OR
(ii) hold
an ordinary bachelor’s degree (level 7 or higher on the National Framework
of Qualifications (NFQ)) and a
postgraduate master’s degree (level 9 on the NFQ) in Engineering;
OR
(iii)
hold a master’s degree (level 9 on the National Framework of Qualifications) in
Engineering attained after completing an integrated masters level programme of
at least a 4-year duration and which is accredited at CEng level by Engineers
Ireland or an equivalent accreditation body internationally.
b) Have at least two years’ satisfactory
relevant engineering experience.
c) Possess a high standard of technical training
and experience.
d) Possess a high standard of administrative
experience.
e) Have a
satisfactory knowledge of public service organisation or the ability to acquire
such knowledge.
In
the event that an offer of employment is made, the candidate will be required
to submit original copies of all relevant Education Qualifications to
meet the requirements of Section 3 - Education, Training, Experience
Please Note:
In
Accordance with circular LG(P)s 2025 - A Level 7 Degree will be assessed on the
basis that the period of study undertaken should be equivalent to at least 180
ECTS (European Credit Transfer Accumulation System) credits
Level
8 & 9 qualifications (on the National Framework of Qualifications) must be
accredited at Chartered Engineer (CEng) level by Engineers Ireland or an
equivalent international body (e.g. Washington Accord). Qualifications that
lead to Associate Engineer (AEng) status do not meet the requirements.
It is
desirable that the successful candidate demonstrates experience and knowledge
of the following through the completion of their application form and at
interview,
1. Direct
experience in the delivery of civil engineering infrastructural projects.
2. Proficiency
in surveying, AutoCAD, the Microsoft Suite including Microsoft Project and
familiarity with MapInfo.
3. Familiarity
and experience of the Capital Works Management Framework.
4. Familiarity
and experience of Project Management & Cost Management Procedures.
5. Direct
experience of Project Teamwork.
6. Detailed
experience of fulfilling duties required by the Safety Health and Welfare at
Work (Construction) Regulations, 2013, including ensuring, on behalf of the
Employer, that the duties of the PSCS, PSDP, Designer and Contractor are
implemented across the project.
7. Proven
ability to:
Ø Successfully
deliver housing and/or civil engineering construction projects,
Ø Manage
Contractors,
Ø Manage
Procedures and systems for accurate record keeping and claim management,
supervise site activities to ensure that the required construction standards
are delivered, Prepare clear and concise reports,
Ø Communicate
effectively with all relevant parties including the Client, Contractor, PSDP,
PSCS, Residents, Traffic Authority, Public Transportation Providers, etc.
The following are among the principal duties
envisaged:
1. To monitor the construction contract
in accordance with the contract documents.
2.
To
be responsible to the Employer’s Representative for ensuring that works are
carried out in accordance with the Contract Documents.
3.
To
report to the Senior Resident Engineer, Resident Engineer or the Employer’s
Representative on all matters pertaining to the work on site.
4.
To
ensure that all materials used in the works are in accordance with the
Specification, and that required testing is carried out.
5.
To
monitor compliance with the Safety & Health Plan.
6.
To
observe and implement all instructions issued by the Senior Resident Engineer
or the Employer’s Representative.
7.
To
monitor the progress and performance of the contract.
8.
To
carry out baseline surveys prior to commencement of construction and check
Contractor's setting-out during construction.
9.
To
keep comprehensive records of work in progress and to ensure that events and
parameters having contractual implications are properly recorded.
10.
To
review all submissions and proposals submitted by the contractor.
11. To record, assess and process any compensation/delay claims
submitted by the Contractor.
12.
To
consult and to liaise with Statutory Bodies, Landowners, traders and the
general public as directed by the employer.
13. Any other duties, which may be assigned from time to time
by the Chief Executive or any other person designated by the Chief Executive.
